Sunscreen filters, silicones and long-wear makeup are designed to resist water, which is why a foaming cleanser struggles with them. A balm is built from oils and waxes that dissolve those materials, plus emulsifiers that let the oil mix with water when you rinse. You massage it into dry skin, add a splash of water until it turns milky, and rinse.
