The short answer
Dark circles are pigment, vascular shadow, or structural hollowing. Only pigmented circles respond meaningfully to a cream. Vascular circles improve slightly with caffeine and cold; hollowing does not respond to any topical, because it is a shadow rather than a color.

Most people have a combination, and it is common for the structural component to be the largest one. That is worth knowing before spending on this category rather than after.
What Actually Works, by Cause
For pigmented circles, the same actives that work anywhere else on the face work here, at gentler concentrations: vitamin C, niacinamide, azelaic acid, tranexamic acid and low-strength retinoids. Timeline is twelve weeks minimum, and daily sun protection is non-negotiable — the under-eye area pigments readily and is chronically under-protected.
For vascular circles, caffeine constricts vessels temporarily and reduces the blue-purple show-through for a few hours. Cold does the same thing, which is why a chilled product or a jade roller produces a visible morning improvement. Both are real and both reset by the afternoon.
For structural circles, nothing in this category helps. Hyaluronic acid plumps the surface slightly and can soften the edge of a shadow, which is a marginal cosmetic effect rather than a correction. Concealer with a peach or orange corrector is the honest answer — see best concealers.
Are Eye Creams Worth It At All?
A fair question, and the honest answer is a qualified yes rather than the flat no the skeptical position usually offers.
The case against: many eye creams are a smaller quantity of a similar formula at a higher price per milliliter. The skin under the eye is thinner and has fewer sebaceous glands, but it is not so different that it needs a wholly separate chemistry.
The case for: the good ones are genuinely reformulated for the area — lower active concentrations that will not sting, no fragrance, no essential oils, a texture that does not migrate into the eye overnight, and ophthalmologist testing. If you have tried using a face serum under your eyes and it stung or caused milia, those constraints are the reason eye-specific products exist.
So: buy an eye cream if you have a specific cause it addresses and your face products are too strong for the area. Do not buy one because the category exists.

Not to reduce, soften or brighten — to remove. That claim is only ever honest for the pigmented type, and even there it takes three months and partial improvement is the realistic ceiling. For the vascular type the effect lasts hours; for the structural type there is no mechanism at all, because you cannot apply a cream to a shadow. The tell is a product that promises the outcome without naming the cause, usually alongside a before-and-after shot taken under two different lighting setups. Work out which kind you have first. If it is structural, the honest products for you are a good concealer and a corrector, not a cream.
