Oily skin still needs a moisturizer. What it does not need is the heavy cream sold to everyone else, or the belief that drying the surface out will slow the oil down.

The short answer
Oily skin needs a moisturizer that hydrates without adding oil: a gel or light lotion labeled oil-free and non-comedogenic. The American Academy of Dermatology advises applying moisturizer after cleansing and choosing those labels. La Roche-Posay Toleriane Double Repair Matte and Clinique Dramatically Different Moisturizing Gel are the reference picks.

How We Picked
We chose five moisturizers sold in the US for oily and combination skin, read each ingredient list, and preferred formulas that state oil-free or non-comedogenic and keep heavy plant butters out. Dermatology guidance comes from the American Academy of Dermatology. We have not tested these products.
Everyone in this category says they tested twenty of these. We have not tested any, and we say so. What we did instead: compiled the published concentrations and ingredient lists, checked each claim against what the formula can actually support, and wrote down who each product is wrong for. The full method is published so you can check it.

Why Oily Skin Needs a Moisturizer at All
Oil and water are different things, and skin can have plenty of one and not enough of the other. Sebum is what makes a face shine; hydration is water held in the upper layers. Stripping the surface with strong cleansers and alcohol toners removes the oil for an hour and damages the barrier for far longer, and the result is skin that is both tight and greasy.
The American Academy of Dermatology's advice for oily skin is specific on this point: cleanse up to twice daily and after sweating, use a gentle foaming face wash, avoid oil-based and alcohol-based cleansers, resist scrubbing, and apply moisturizer after cleansing — choosing products labeled oil free and non-comedogenic.
What to Look For
Look for
Why
What it looks like on the label
A gel or light lotion
Hydration without a heavy occlusive layer
Water and glycerin high in the list
Oil-free
Adds water, not sebum
Stated on the front of the pack
Non-comedogenic
Formulated not to clog pores, though no test is mandated
Stated on the front of the pack
Niacinamide
Studied for sebum control at cosmetic levels
Usually in the first half of the list
Fragrance-free
Fewer reasons for a reactive, congested face to flare
No fragrance or parfum listed
What to leave on the shelf: rich butters near the top of an ingredient list, heavy plant oils if you are congestion-prone, and anything marketed as mattifying whose main mechanism is alcohol. Gel vs cream moisturizer covers the texture question in full.
Apply any treatment serum to clean skin: niacinamide, salicylic acid or a retinoid — see starter actives.
Moisturize while skin is still slightly damp, even on the days it feels oily already.
Finish with sunscreen every morning. The AAD recommends looking for zinc oxide and titanium dioxide, and avoiding sunscreens that contain fragrance or oils.
At night, moisturizer is the last step unless you are using an occlusive on dry patches.
If your skin is oily in the T-zone and dry on the cheeks, treat the two areas differently rather than compromising with one product — the approach is set out in combination skin.
The Ingredients That Matter Here
Glycerin does most of the hydrating in almost every moisturizer on this page. It is a humectant: it holds water at the surface, costs very little, and appears near the top of nearly every list. A gel moisturizer is largely water, glycerin and a silicone or polymer that gives it slip.
Niacinamide is the one active worth seeking out in this category. It has published work behind it for sebum, and it is well tolerated at the levels used in moisturizers — the detail is in our niacinamide guide and in the best niacinamide products for oily skin. Silicones such as dimethicone are the other common component: they are not pore-clogging in themselves, and they are what makes a light moisturizer feel smooth rather than sticky.

1 — The best all-round pick
La Roche-Posay Toleriane Double Repair Matte Face Moisturizer
What’s in it
Ceramide-3 and niacinamide, per the brand
Oil-free, with a matte finish
Fragrance-free
It does the two things oily skin actually needs at once: barrier ingredients for the damage that over-cleansing causes, and a finish that does not add shine.
Who it’s not for
Anyone who wants a dewy look, and anyone confusing it with the original Toleriane Double Repair, which is a different, richer product.
The intuition is that adding moisture to an oily face makes it oilier, so the step gets dropped and the cleanser gets stronger. What follows is a stripped barrier, more water loss, and skin that produces the same sebum onto a rougher, more irritated surface. The American Academy of Dermatology's own oily skin guidance says to apply moisturizer after cleansing and to avoid scrubbing. Choose a lighter texture, not no texture.
Frequently Asked Questions
Yes. Oil is not hydration, and skipping the step usually makes the surface rougher without reducing shine.
A gel or light lotion. Creams are for skin that needs lipids as well as water.
That the formula is designed not to clog pores. No standardized test is required behind the phrase.
It can, if it is heavy or fragranced. A light oil-free formula rarely does.
Yes, and a light lotion is usually enough — especially if you use a retinoid or an acid.
